Recently, the Ministry of Education and Training issued Official Letter No. 3678/BGDĐT-GDCTHSSV dated August 27, 2021 on strengthening the propaganda and education of the law to ensure traffic order and safety in the school year 2021- 2022.

2. Regulations on wearing helmets and obeying traffic rules
a) Regulations on wearing helmets

– In Clause 2, Article 30, it is stipulated that “Drivers and people sitting on two-wheeled motorbikes, three-wheeled motorbikes and mopeds must wear helmets with proper straps”.
– In Clause 2, Article 31, it is stipulated that “Drivers and occupants of motorcycles must wear helmets with proper straps”.
According to the provisions of Clause 2, Article 8 of the Joint Circular 06/2021/TTLT-BKHCN-BCT-BCA-BGTVT, the helmet straps are specified as follows:
– Pull the helmet straps to the sides and then put on the hat and close the helmet buckle. The hat must not be loose, but must close tightly to the chin;
– After wearing the helmet, it should be checked by: pulling the hat from the back to the front with your hand or lifting the upper part of the forehead (or the chin part for a full jaw hat) and then pulling it back, the hat must not be worn. pop out of the head.
Consequences of not wearing a helmet when participating in traffic
Not strictly implementing the wearing of helmets or wearing poor quality hats and not following the rules when participating in traffic are the main causes of traffic accidents, most of which are left behind. severe sequelae. This consequence not only directly affects the victim, but also affects relatives, family and society with tragic endings.
According to data published by the Ministry of Health, wearing a helmet when participating in traffic reduces the possibility of injury by 69% and the possibility of death by up to 42%. For those who do not wear helmets when participating in traffic, the risk of traumatic brain injury is 4 times higher. This risk increases tenfold in cases of traffic accidents.
b) Obey traffic rules
Observance of traffic rules shall comply with the provisions of Article 9 of the Law on Road Traffic 2008 as follows:
– People in traffic must go on the right in their direction, stay in the correct lane and section of the road, and must obey the road signal system.
– If a car is equipped with a seat belt, the driver and the person sitting in the front row of the car must wear a seat belt.
3. Propaganda in response to “Traffic month of traffic safety, September 2021”

– Strengthen the responsibility of security guards in managing, covering, promptly reminding and guiding vehicles participating in traffic on school grounds in accordance with regulations and a number of other activities.
