- Advising the Rector in the construction, organization and consolidation of the entire machine of the University; organizing human resource management, planning training, fostering, recruiting, arranging, using and evaluating human resources; ensure the correct and timely implementation of regimes and policies for officials, lecturers and employees of the University.

Mission
a) The work of building apparatus and organizing activities of the University
- Advise and propose the establishment, merger, separation, dissolution of units and advisory councils; consolidate the organizational apparatus in the University, ensure that the apparatus of the University operates in accordance with the actual situation.
- Developing regulations on organization and operation; defining the functions and tasks of the units under the University; regulations on the organization and personnel of the University.
- Review, amend and supplement the development strategy, mission, vision and core values of the University

b) Human resource management, regimes and policies

c) Perform administrative, general, clerical and archival work
- Advise and assist the Principal in managing, monitoring and urging the implementation of the University's regulations, the conclusions and direction of the Principal and the results of the performance of tasks of the units in the University; prepare plans, programs and conditions for the Principal's work program for individuals and organizations inside and outside the School.
- Monitor the implementation of laws, regulations of the University, assigned tasks to organizations, units and officers and lecturers in the University.
- Synthesize periodic reports and extraordinary reports on the performance of the University's tasks; assisting the Principal in preparing comments for draft legal documents sent by state agencies for comments; propose competent state agencies to amend and supplement legal documents.
- Develop and organize the implementation of internal rules and regulations in order to ensure orderliness, discipline and discipline of labor in the University; advise the Rector on the legality of internal normative documents before promulgation; appraise, review and examine documents, systematize internal normative documents within the University.
- Presiding over or coordinating with relevant units to organize law dissemination and education; disseminating internal normative documents of the University to staff, lecturers and learners in the University.
- Under the Rector's order to issue letters of introduction, work papers to officials, lecturers and employees who are sent on business trips outside the University; confirm work papers for individuals and organizations to contact the University; confirm the background of the personnel of the University;
- Develop regulations and implementation guidelines on clerical and archival work of the University; develop and guide the implementation of regulations on the form and technique of drafting administrative documents of the University, check to ensure regulations before signing for promulgation.
- Manage and organize the reception, processing and sending of incoming and outgoing dispatches, documents and parcels within the scope of authority.
- Manage and use the school's seals in accordance with the law.
- Making samples and managing original embryos of diplomas and certificates; publicly posting sample documents; print, manage and issue blank diplomas and certificates of the University to functional units in the University.
d) Protection of agency safety, security and order, and hygiene
- Organizing the assignment of standing guard at the entrance gates, patrolling and guarding 24/24 hours a day; maintain order and protect the property of the University; Plan security patrols, directing when required by the School.
- Coordinating with relevant units, police and local authorities to solve problems of social order and safety on campus.
- Develop a plan, organize the inspection of equipment and implement the process to ensure fire prevention and fighting in the School.
- Organize sanitation work throughout the University, ensuring hygiene and landscape environment in the campus.
đ) Other work
- Welcoming, arranging and guiding guests to contact the University; managing the University's guest house, the office of the School Council, the Principal, the reception room, the University's meetings; manage and operate means of transport serving the mission of the University.
- Budgeting for daily office operations of the University and managing and monitoring the effective use of funds; serving meetings, conferences, seminars and festivals of the University.
- Inspect and report damage to facilities and public property of the University; monitor the maintenance, maintenance and repair of facilities in the School; organize the warehouse to manage materials and assets of the University in accordance with regulations; coordinate with departments to organize the implementation of statistics and liquidation of assets periodically and irregularly according to the regulations of the University.
- Coordination of quality assurance work.
- Perform other duties assigned by the Principal.
