Function
– Advise the Rector in the management, coordination, implementation and supervision of science and technology activities and international cooperation of the University.

Mission
a) Scientific and technological activities
– Develop programs and plans for scientific activities and technology transfer every year, 5 years and according to the development strategy of the University.
– Preside over the development, management, inspection and supervision of the implementation of regulations, regimes and regulations on science and technology.
– Coordinate with units to develop and organize the implementation of plans on research, deploying scientific topics, writing textbooks, documents and students’ scientific research.

b) Intellectual property
– Register and implement procedures for ownership of scientific works that have been accepted.
– Manage and support inventions, patents and research results throughout the University.
– Organizing and administering technology transfer activities; commercialize intellectual property assets to increase revenue for the University.
c) International cooperation
– Develop and submit to the Rector for decision the guidelines, plans and contents of international cooperation.
– Preside over the development and management of the implementation of regulations on international cooperation.
– Coordinating, monitoring, checking and evaluating the performance of international cooperation tasks; report on the situation of international cooperation activities of the University to competent authorities periodically or irregularly upon request.
– Coordinate with other units in managing international cooperation in science and technology with foreign countries; promoting the creation and expansion of international cooperation relationships, contributing to strengthening the capacity of training, scientific research and technology transfer of the University.
– Planning and carrying out procedures for delegations to enter and exit according to the provisions of law; welcoming and working with international guests; participate in the management of international students; coordinate with relevant units to organize international conferences and seminars; draft, participate in negotiations and submit to the Rector for signing MOUs and international cooperation projects.
– Chairing the exchange program of experts, volunteers, students and trainees; search, introduce international scholarships for staff, lecturers and students.
– Organize the storage and management of information, documents and records on international relations in accordance with current regulations;

d) Foreign languages and informatics
– Presiding over the development of training programs, fostering foreign language and informatic skills and competencies.
– Presiding over organizing the compilation or selection of appropriate teaching materials, meeting training programs, fostering skills and foreign language and computer skills.
– Presiding over the implementation of exam organization, marking, announcing results and issuing certificates according to regulations.
– Coordinating with units to carry out arising tasks related to training, fostering and assessment of skills and competencies in foreign languages and informatics during the operation of the University.
– Performing services related to foreign languages such as translation and interpretation for the University’s activities; coordinate with the Software Technology Center to regularly update the English website of the University.
e) Other work
– Presiding over time for scientific research for lecturers.
